Enforcement and Removal Operations (ERO) Washington, D.C. removed Jose Wilfredo Andrade, on Sept. 8, who is wanted by Salvadoran authorities for aggravated fraud. His removal and transfer of custody to the Salvadoran National Police (PNC) occurred without incident.
“This removal is a great example of the dedication and professionalism of ERO law enforcement,” said ERO Washington, D.C Field Office Director Russ Hott. “Jose Wilfredo Andrade has repeatedly proven to be a detriment to society. He not only displayed a flagrant disregard for the law in El Salvador by allegedly committing fraud and running from authorities there; he also unlawfully re-entered the United States after having been previously removed. ERO Washington, D.C. will not allow such criminals to take refuge in our communities.”
Andrade originally entered the U.S. unlawfully on an unknown date and at an unknown location.
U.S. Border Patrol (USBP) arrested Andrade in January 2003 in Douglas, Arizona, and issued him a charging document, ordering him to appear before a federal immigration judge in the immigration courts, which are administered by the Executive Office for Immigration Review (EOIR) within the Department of Justice. EOIR is a separate entity from DHS and ICE. Immigration judges in these courts make decisions based on the merits of each individual case, determining if a noncitizen is subject to a final order of removal or eligible for certain forms of relief from removal.
An EOIR immigration judge in Adelanto, California, granted Andrade voluntary departure which required him to depart the United States by April 2003.
Andrade re-entered the United States unlawfully on an unknown date and at an unknown location.
USBP arrested Andrade in Hidalgo, Texas, in January 2013 and issued him a notice and order of expedited removal. USBP transferred custody of Andrade to ERO to facilitate his expedited removal in February 2013. ERO removed him from the United States to El Salvador on Feb. 18, 2013.

ERO arrested Andrade in Rockville, Maryland, on June 28, 2023, and reinstated his prior notice and order of expedited removal issued by USBP on Jan. 16, 2013. ERO Washington, D.C. removed Andrade on Sept. 8, 2023, to El Salvador where the ERO El Salvador Security Alliance for Fugitive Enforcement taskforce successfully transferred him to the custody of the PNC.
As one of U.S. Immigration and Customs Enforcement’s (ICE) three operational directorates, ERO is the principal federal law enforcement authority in charge of domestic immigration enforcement. ERO’s mission is to protect the homeland through the arrest and removal of those who undermine the safety of U.S. communities and the integrity of U.S. immigration laws, and its primary areas of focus are interior enforcement operations, management of the agency’s detained and non-detained populations, and repatriation of noncitizens who have received final orders of removal. ERO’s workforce consists of more than 7,700 law enforcement and non-law enforcement support personnel across 25 domestic field offices and 208 locations nationwide, 30 overseas postings, and multiple temporary duty travel assignments along the border.
